A tool makes classification repeatable and cheap, even across many systems. Consulting brings judgement in genuine borderline cases. For the inventory and the clear cases the tool suffices; for high-risk systems and contested classifications you need both.
This question is usually posed as an either-or and is a question of sequence. Most of the work on the AI Act consists of inventory and classification across many systems — a recurring, structured activity a tool is built for.
What a tool cannot do is judge a genuine borderline case. Whether a particular system falls under Annex III is occasionally a question of interpretation — and there no questionnaire replaces judgement.

When an alternative is the better choice

Does the tool replace legal advice?
No. It delivers structured classification, documentation and evidence. Borderline legal questions belong with legal advice — we keep the two deliberately separate.
Where should we start?
With the inventory. Without a register of the AI systems in use, neither the consulting need nor the effort can be estimated seriously.
When is consulting worth adding?
As soon as a system clearly falls into the high-risk area or the classification is contested. The question is then no longer structure but interpretation.
Can we combine both?
That is the norm: the tool for inventory, classification and evidence, consulting for the few cases where judgement decides.
